This is a preliminary document specifically prepared for the 2016 IGF Conference in Guadalajara, where it was presented. It provides an overview of the research I carried out from September to November 2016 as a Google Policy Fellow in the offices of the Mexican NGO Red en Defensa de los Derechos Digitales Network in Defense of Digital Rights - (R3D).
